I. The Core Mission (System Redefinition)
The Parish shall transition from a Maintenance-Centric model (ritual-focused) to a Mission-Impact model (community-focused).
The Dual-Leadership Structure:
 * The Spiritual Rector (Clergy): Focuses on sacraments, pastoral care, and theological guidance.
 * The Operations Director (Professional Laity): A qualified professional (volunteer or hired) responsible for finance, infrastructure, and administrative processes.
